This stuff would be better presented as vocabulary: We DO expect that if DOJ charges, they do so in ways that are meaningful for normal people. This jargon is how lawyers measure it.

One thing I would add: IF Trump stole and kept docs to have leverage over his enemies (one of the motives they entertain), THEN it puts 18 USC 2071 on the table, and THAT DQs someone from holding public office.
